The Nigerian Electricity Regulatory Commission (NERC) has granted several permits to various companies, including Golden Penny Power Limited and MTN Communications Nigeria Limited, to generate electricity through mini-grids.
These permits are part of NERC’s efforts to encourage off-grid electricity generation in the country.
In the first quarter of 2024, NERC issued nine off-grid generation licences with a combined capacity of 109.69 megawatts and also granted three new trading licences.
Among the recipients, Golden Penny Power Limited received approval to construct six gas-powered off-grid plants across Lagos, Oyo, Ogun, and Cross River states, totaling 100MW.
MTN Communications Nigeria Limited secured permission to build four captive generation plants in Lagos State, with a capacity of 15.94MW.
Other companies like SweetCo Foods Limited, African Steel Mills Nigeria Limited, and West African Ceramics Limited were also authorized to generate captive power, which is intended for private consumption rather than sale.
In addition, NERC issued permits to several mini-grid developers, including Daybreak Power Solutions and TIS Renewable Energy Limited, to support renewable energy projects.
Furthermore, NERC certified six Meter Service Providers during the same period, including both installers and manufacturers of electric energy meters.

These measures are part of a broader regulatory framework that includes the issuance of 36 orders to guide licensee activities, reflecting NERC’s commitment to improving Nigeria’s electricity supply and infrastructure.
