Former Director General of the Bureau for Public Procurement (BPP), Ahmadu Mamman, is causing turmoil by attempting to install a non-staff member against President Bola Tinubu’s directive.
The Transparency and Anti-Corruption Campaign in Africa (TRACA) insisted that the most senior career officer in the bureau, Adebowale Adedokun, should assume the role.
Mamman’s actions, including handing over power to a pool officer from the Federal Ministry of Justice, have sparked criticism and demands for adherence to established protocols.
TRACA emphasized the importance of organizational integrity and compliance with directives in maintaining transparency and preventing corruption within the bureau and civil service.
President Bola Tinubu recently dismissed Ahmadu Mamman on June 14 and directed the most senior officer at BPP to take over promptly.
However, Mamman Ahmadu, in what appears to be a defiance of this directive, handed over leadership to a pool officer from the Federal Ministry of Justice, who was appointed as the Director of Legal just last year.
This decision has sparked dissatisfaction among agency staff who are calling for a reversal.
In response, TRACA knocked Mamman Ahmadu’s decision, citing a circular from the Office of the Secretary to the Government of the Federation that mandates outgoing CEOs to hand over to the next most senior officer, provided there are no pending disciplinary issues.
They emphasized that appointing a non-core staff member like the Director of Legal undermines organizational integrity and violates established protocols.
